With reference to your letter No. 82747/31
of the 1st September last and subsequent correspondence, I
have the honour to transmit herewith a copy of the Report
which has been presented to the Universities' China Committee
by the delegation of which I was chairman. The Report as
printed is practically identical with the typescript which I
sent to the Colonial Office on the 29th December last. My
two colleagues had no material amendments to suggest, and
only a few unimportant additions have been made to my original.

2. The principal references to the University
of Hong Kong will be found in section III (d) of the Report,
pp. 42-45. With reference to the allusion on pages 17-18
to Sir William Hornell's resignation of his membership of
the Board of Trustees of the Indemnity Fund, I may take this
opportunity of stating that I have received a letter from
Sir William in which he informs me that the Board asked him
to withdraw his resignation but that he declined to do so. In
the circumstances I consider that he acted rightly, and I have
so informed him.
3. I understand from the Secretary of the
Universities' China Committee that I have been nominated to
a seat on the Council of that Committee, and that the first
of a series of meetings to discuss the Report will be held
on April 9th. Meanwhile I am informed that the Report is
